American Civil Liberties Union : Disability Rights - ACLU Position/Briefing Paper
- Along with Section 504 of the 1973 Rehabilitation Act requiring nondiscrimination on the basis of disability in all aspects of programs or activities receiving federal funds, the above-mentioned laws were stepping stones to the landmark 1990 Americans with Disabilities Act. (See sidebar.)

American Civil Liberties Union : H.R. 5107: The Justice for All Act of 2004
- Title I of the Justice for All Act also provides grants for state, tribal and local prosecutors' offices, law enforcement agencies, courts, jails, correctional facilities and qualified public or private entities to develop, implement and maintain programs to enforce victims' rights and systems to provide notification of court dates and developments in the criminal proceedings to victims in a timely and efficient manner. Jurisdictions that have victims' rights laws would qualify for grants under these provisions. The legislation authorizes $20 million over five years for notifications systems, but does not specifically authorize funding for enforcing victims' rights.

Riverside DA office kept saying Nye had a heart attack and no injuries. They originally refused to release the sheriff report and autopsy. They said Lee Frank just imagined that Ty was beating him up for such a long time. The prosecutor Daiama Calhoun said she did not care what the autopsy showed she made up her mind. Mike Rushton her manager sealed the autopsy xrays and lab to prevent the family access to them. He claimed privacy. Imagine he is a judge now. See my letters to the DA victim advocate Kim Emmerling. Mike finally admitted Nye was strangled. But he was so confident in his ability to block Lee Frank from Justice he did not care.

Riverside County DA Rod Pacheco, favors to friends, Cover up of Elder Homicide?
Riveride County Rod Pacheoc, favor for friends, Elder Homicide by 27 year old trained in Judo
Riverside County DA Rod Pacheco, favors for friends, Cover up of Elder Homicide? Father of 27 year old attacker was recorded stating how he called the DA of Riverside County campaign manager Brian Floyd who was also Rod's chief deputy when a assemblyman. Brian the father states told him how this can be made to be a mutual combat to keep his son out of jail. The prosecutor Diema Calhoun now in San Bernardino introduced during this conversation and stayed there to talk to the father for over a hour.
Daima Calhoun told Lee Franks daughter if they kept pursuing this case she would arrest 72 year old Lee Frank. At Lee Franks house she yelled at Lee is your "Lady is your brain working?' The prosecutor had Lee take pictures like she was going to arrest her.
Nye and Lee were buying a newspaper. They have had zero contact with the law in their life time.
During sheriff video recording Ty Reddish bent down to avoid camera, but you can hear him say do I tell how I used (he states the official names for two Judo moves) and choked the old guy? The two officers laugh with Ty.
Nye Frank's family has had zero help from the DA office. DA Chief Deputy Mike Rushton used the system to pervent the family from any assistance. It seems like Mike sealed the file to help his buddies( seal a elder homicide?). It is scary when you think he is now a judge to replace a corrupt judge. The public defender said Mike asked you to get something impossible, to get the autopsy. No charges, no case number, all records this happened gone. Mike first said it was a heart attack. Then when coroner said no, he said it was a mutual combat. Ty Reddish 27 professionally trained in Judo, Nye Frank 0 fighting history and 68. Da ignored the two letters of others who had bad experences with Ty even in the same location.

Nye Frank, victims rights filing writ of mamdamus Riverside County

I found a law that allowed me to file a Mamdamus. I got the reply back from the state for victims funds denied. The reason they had was that they put in the reply was that Nye had participated in a fight. That opened the door for us to file a right to stand as this case was closed exceptionally and never went to any type of court or had zero investigation. The video recording even has Ty stoop down to avoid the video recorder and tell the officers what judo moves he used to choke the old guy, he and the officers laugh. The prosecutor that came to our home where Nye was dead has spent over a hour with Phil Reddish father of the man who attacked Nye. Phil Reddish was just recorded telling the Sheriff he had a friend of DA Rod Pacheco help on what to say to get out of this. Ty Reddish is a trained fighter, and Nye was 68 with 0 fighting history. Two other letters I have about Ty and his combative personality. Lee Frank was there and never saw Nye hit, he was attacked. National Victims' Constitutional Amendment Project
